Let's take the Prime Minister at his word

Much of the success of the Prime Minister's agenda will depend on how the mayors and local authorities are able to deliver on the promise of devolution, says Zoë Billingham.

The new Prime Minister has moved quickly to show he plans to do politics differently.

In the first weeks of the new government, we've seen a cabinet statement on good growth and devolution, a National Economic Council held in Manchester with England's mayors and the emergence of No10 North. So far, so good.
