Manchester City Council's director of culture and creative industries, Dave Moutrey, is to stand down.Moutrey has more than 40 years of service to the arts to his name an took on his current role in 2024.Chief executive Tom Stannard said: ‘Dave has made a significant difference to the cultural landscape of the city in his 40-plus years working here. Without his drive and commitment to culture and the arts during this time the city would, I'm sure, be a very different place.'Moutrey will leave the council in September. Claire Blott has been named director of employment, skills and inclusion at Liverpool City Region Combined Authority.Blott will take up the role next month, following four years as assistant director of policy and strategy at the authority.Executive director of investment and delivery, Tim Games said: ‘I'm delighted that Claire is taking on this new role of director of employment, skills and inclusion.‘Her exceptional skills, the depth of her experience and her real passion for this area will be invaluable in driving our ambitious agenda for residents – ensuring they can fully take part in, benefit from, and contribute to, the city region's economic growth.' Alan Steeden has been appointed as Brighton & Hove City Council's director of people and innovation.Steeden, who previously held the role on an interim basis, said: ‘The past year in this role has been exciting and inspiring.‘I'm really looking forward to what we can achieve together to transform the organisation into a continuously learning and innovating organisation.'Chief executive Jess Gibbons added: ‘Alan has enthusiasm, vision and a real passion for the city.' Lawyers in Local Government (LLG) has appointed Helen Bradley as its new president.The announcement was made at the organisation's annual general meeting last week.Bradley is director of legal and democratic services at Durham CC and has previously held roles at Coventry, Oxford and Hull City Councils.She said: ‘My presidency will be about consolidation rather than disruption, support rather than prescription, and clarity rather than commentary.‘I look forward to working with members to ensure that LLG continues to be a trusted and steady presence in times of change.'Bradley takes over the role as president from Paul Turner. Phil Holmes is to take over as president elect of the Association of Directors of Adult Social Care (ADASS).Holmes is currently executive director of adults, wellbeing and culture at Doncaster City Council and has previously worked at Derby and Sheffield City Councils, and Camden and Waltham Forest LBCs.He said: ‘As ADASS president I'll continue to promote equity, diversity and inclusion and to recognise that it is impossible for adult social care to be effective if it is not being inclusive and to make sure everybody working in and benefitting from adult social care knows we have their back because our communities and our economy utterly depend on them.'
