Districts should be rewarded for growing housing

Districts that have proportionately grown their housing by two-thirds more than average councils should be rewarded, not punished, argues Sam Chapman-Allen.

Small towns, rural areas and coastal communities will be penalised, and northern metropolitan councils will gain under proposed local government funding reform.

While poverty should be a big factor in determining how the pie is sliced, it's essential the additional cost of providing services in areas with a high cost of living or sparse populations is also reflected.
