Divisonal Director roles, Harrow

A vibrant hive of cultural diversity and history, Harrow is a high performing Council constantly looking to improve. Our Environmental and Enterprise Directorate plays a very important role in the quality of life of our residents, both now and in the future.

Harrow has an exciting growth agenda and our residents tell us that keeping the borough clean, green and safe is their top priority. These roles will ensure we continue to deliver an excellent operation, whilst working across the borough to ensure that growth is planned and delivered in a sustainable way. Our high streets are vibrant, we help people into employment and we have some exciting regeneration opportunities.

In addition to a recycling level at 50%, our innovative partnership with the Police keeps crime low and has delivered many exciting initiatives. But we want to get even better.

Following a restructure we are looking to appoint three members of the senior management team to report into the Corporate Director of Environment and Enterprise:

Divisional Director, Service Delivery - up to £90,000

The 'doing' part of the directorate with responsibility for the joined up delivery of Case Management and Inspections, Waste Services, Street Services and Parking Services.

Divisional Director, Business and Service Development - up to £69,000

'Reviewing' the contracted services and ensuring they are delivered to the standard expected by providing financial and service planning and development, technical support and community and customer engagement. This team has four elements; Business Development outside of the traditional council boundaries, Business Services, Community Engagement and Network Management.

Divisional Director, Commissioning - up to £69,000

'Planning' and development of policy, commissioning and effective contract management aligned for effective delivery against corporate priorities. Monitoring and reporting on policy, legislation, procurement and contract outcomes. Management of the design of detailed projects for specialist partners and contractors, particularly in highways maintenance.

For all three roles we are looking for people with passion and creativity and the drive to succeed to energise the workforce. Whilst you need to understand the local government context and bring senior experience from some of the services, we are more interested in your leadership approach and track record of managing change and creating successful relationships with partners and stakeholders.
