Why empowered councils can inspire the electorate

Devolving more funding is the answer to improving the lacklustre turnout at local elections, says Sir Bob Neill.

Local council elections in England in May, taken with the elections to the Scottish and Welsh Parliaments, are billed as the biggest test of electoral opinion since the General Election and a referendum on the performance of the Labour government.

To be fair, the same was said about Conservative, or coalition governments in the past. History supports that.
