Is English devolution in a holding pattern hiatus?

One local government chief executive was in a pub quiz in early December when he got wind that four mayoral Combined County Authority (CCA) elections, including the one for his own area, were being delayed by two years.

He was passed a link to a Sun newspaper report revealing that mayoral polls had been postponed from next May until 2028 for CCAs in Greater Essex, Hampshire and the Solent, Norfolk & Suffolk and Sussex & Brighton.
