The report by the District Councils' Network (DCN) and Staff College argued that drawing on districts' closeness to community and network of partnerships would be crucial to shifting toward prevention.

It read: ‘District councils bring significant skills and expertise in place-based leadership and local convening power. These are essential in supporting the shift towards prevention and earlier intervention and co-production with children and families.'
