Late changes to the fair funding review around deprivation and population are expected to cost metropolitan local authorities £121m, finance experts have suggested.

Estimates from financial firm Pixel, seen by The MJ, showed that metropolitan areas will lose out through a poverty rate calculation change that includes housing costs, although there will be smaller gains from changes around population.
