Fifty years on: Lessons from the Layfield report on local council funding

Half a century from the Layfield Report on local government finance, many of the issues it raised remain and have become more complex, says Owen Mapley.

Nearly 50 years on from the landmark Layfield Report, many of the questions it raised about local government continue to underpin today's debates.

They have been reshaped by different demands, new structures and a more complex operating environment, but as local government moves through another period of reorganisation alongside wider public service reform, those questions are becoming harder to ignore.
