As a retired section 151 officer in large unitary councils, I spent years wrestling with the relentless rise in the cost of social care. It was the one thing that kept me awake at night.

Every budget cycle brought the same pressures: providers pointing to inflationary increases in staffing costs and finance teams forced to find more money from already-stretched budgets.
