Local government ombudsman Anne Seex has said Birmingham City Council should pay £40,000 in compensation to a young girl who was kept in care and deprived of family life for four years. The council failed to follow a court order to encourage contact with her grandparents and to consider them as prospective carers. The ombudsman also ordered the council to pay the grandparents £10,000.
