Ministers have introduced a public interest test under which the public sector will eventually have to assess whether services can be delivered more effectively in-house.

Cabinet Office minister Chris Ward said the approach would first be embedded across Whitehall departments, but the Government's ambition was for the ‘entire public sector'.
