Fiscal devolution is needed to ‘transfer power and resources from Whitehall to our regions', chancellor John Healey has insisted.

Delivering his first major speech since being appointed chancellor, he said fiscal devolution would enable UK cities to ‘emulate the success of those in France or Germany'.
