The forthcoming Special Educational Needs and Disabilities (SEND) review needs to offer a long-term solution to the ‘spiralling' costs faced by councils, the Institute for Fiscal Studies (IFS) think-tank has warned.
Amid escalating demand for council support, the think-tank said it was concerned the Government's review would only focus on ‘reducing legal rights' of families to ‘cut short-term costs' rather than ‘be candid' about the need for a more comprehensive overhaul of the SEND system.
