The Government's regional fiscal devolution agenda threatens to be blighted by regional imbalances unless action is taken, the Institute for Fiscal Studies (IFS) think-tank has warned.

Ministers are planning to hand mayors a portion of income tax collected locally to spend, replacing grant funding.
