Last month, Rachel Reeves announced place-based budget pilots in five mayoral authorities. This is a hugely welcome step which should not be confined there.

Where existing services are duplicated, misaligned or off-target, extra money is not necessary. On the contrary, there is scope for huge savings. If ministers see more localities taking the initiative they will encourage others to do so.
