Emergency planning is big in Japan.

The recent Japan Local Government Centre seminar on ‘Cities and Resilience in Action: Lessons from Kobe' highlighted the level of preparedness of the Japanese, a reflection of the scale of the risk they face from earthquakes, typhoons and tsunamis.
