Locality arrangements must be right to avoid remoteness between new unitaries and residents

The recent removal of ‘remoteness’ as a factor in determining council funding through the Fair Funding Review makes no allowance for the additional cost of delivering services in rural areas, says Kathy O'Leary.

Once again, we're expecting our provisional financial settlements as a Christmas present, unhelpfully late in our budget-setting processes.
