Mayoral ‘low pay commissions' should be established as part of the Government's devolution drive, a think-tank has urged.

Centre for Cities has called for the bodies, composed of commissioners from local businesses, trade union representatives and academic economists, to provide mayors and strategic authorities with independent and specialist economic and labour market advice.
