Navigating procurement complexity during reorganisation

Crucial to making a success of local government reorganisation is the management of myriad contract arrangements among the authorities involved. Martin Ford reports.

Bringing together multiple councils across different tiers or disaggregating counties to form new unitary authorities presents many challenges, but few will be more complex than tracking contracts with external suppliers.

An analysis of unitaries formed pre-2024 by Grant Thornton found procurement and contract management was ‘a common theme requiring improvement'. Issues included a ‘lack of strategy, an over-reliance on waivers and breaches of procurement rules'.
