It will come as no surprise that at the National Audit Office we rather like performance frameworks. Good performance frameworks in the public sector show taxpayers what they are getting for their money and enable organisations to assess whether objectives are being achieved cost-effectively. This increases transparency and, if performance improvement follows, should lead to better outcomes for citizens.
Further benefits could accrue if the performance framework consolidates fragmented and ad hoc monitoring arrangements, a perennial complaint of local government.
