Councils will be able to fine developers or confiscate land if homes are not built under new powers announced by the Government.

Councils will be able to fine developers or confiscate land if homes are not built under new powers announced by the Government.

The measures, which have long been called for by local authorities, are aimed at forcing the building of developments that have been granted planning permission.
