Procurement law reforms could stifle the freedom to achieve best value

As the Government proposes procurement law reforms, Mark Cook and Gayle Monk urge a focus on strengthening existing frameworks and embedding social value through the commissioning cycle.

The consultation on proposed changes to current procurement legislation to grow British industry, jobs and skills, which closed on September 5, was not unexpected. Whilst the proposals may bring some benefits, many commissioning authorities are concerned that it could do more harm than good.  

 When launching the Industrial Strategy in June, the Government explained that it sees public procurement as a ‘powerful lever for national renewal'. The power of public spend is undisputed, but the consultation has created ripples of concern across local government.
