For a moment, we were wondering if government was hitting the brakes on its devolution plans.

There was, unquestionably, a period when English devolution had started to feel slower, more procedural, and a little less urgent. Delayed elections, delayed establishment dates and the prospect of a next wave made up largely of more basic strategic authorities had contributed to a sense that the devolution priority programme was losing momentum.
