London faces a severe shortage of social workers and foster carers, London Councils has warned, in its response to the Government Green Paper on children in care entitled Care matters. Executive member for children and young people, James Kempton, said: ‘There are more children in care in London than any other part of the country, so it is vital that government proposals consider the challenges in the capital.'
