Councils need to start planning early to ensure that young people with disabilities can lead an independent life once they reach adulthood, according to a new report from the Commission for Social Care Inspection.‘Young people should expect to maintain their quality of life as they move into adult's services,' said commission chair, Dame Denise Platt.
