Ongoing strikes by bin workers at Birmingham City Council have held back efforts to recover from the authority's financial crisis, commissioners have said.

In a report published yesterday, they found the all-out strike, now in its ninth month, had ‘a destabilising effect on corporate capacity, delaying progress in transformation and in making improvements in finance'.
