As councils battle with their finances and the rising challenges facing their residents, it would be easy to think the sector is full of failure. In reality, local government is dominated by thousands of small successes every day.
Earlier this year, Knowsley MBC's major achievement was recognised at The MJ Awards when it was crowned the Local Authority of the Year.
