On 10 July, the English Devolution and Community Empowerment Bill was introduced, heralding the biggest changes to the local government sector in the last 50 years. It will revolutionise the operation and landscape of the sector and follows the English Devolution White Paper published on 16 December.
Angela Rayner, the secretary of state for housing, communities and local government, recently said the Government is opting to devolve, not dictate, and deliver a Bill that rebalances decades-old divides and empowers communities with the aim of ‘bringing decision-making to a local level so that no single street or household is left behind and every community thrives from our Plan for Change'.
