The test-and-learn approach is the way to address complexity

In a big transformation you can have process uncertainty, or outcome uncertainty, but you can't have both at the same time and keep things moving forward. 

When you are thinking about system change, which we really are with the current disruptions (positive and negative) on public services, then you add boundary uncertainty, which also needs to be balanced.
