Toil, then trouble on LGR

The Government has announced its decisions on new unitaries in four of the Devolution Priority Programme areas. But Essex CC is threatening legal action, counties are furious and the road ahead looks bumpy. Paul Marinko and Martin Ford report.

Finally, councils can have some certainty over the Government's plans for reorganisation.

That sense of certainty was welcomed by many, but there were no champagne corks popping in county halls.
