Morale at the Local Government Association (LGA) has hit an all-time low, with possible axing of free tea and coffee to cut costs the final blow. 

Since the arrival of LGA chief executive Joanna Killian nearly two years ago, the organisation has undergone a change programme in a bid to modernise and plug a £3m cash shortfall.
