Unrest due to breakdowns on social cohesion has been blamed on ‘negligence at the local level'.

Professor Ted Cantle, who authored a landmark report into disturbances in English towns in 2001, told the Housing, Communities and Local Government Committee that violence such as that seen in Leicester 2022 ‘should have been stopped'.
