Suggestions that the Local Government Finance Settlement could disincentivise sound management of resources have been rebuffed by one of its architects at the Local Government Finance Conference.

The Ministry of Housing, Communities and Local Government's director of local government finance, Nico Heslop, told the event that they recognised councils were now facing financial difficulties even where they had ‘not obviously done something that would be ill-advised'.
