Wales should diverge from England on local taxation, the Institute for Fiscal Studies (IFS) has recommended.

In a report looking at the devolved government's policies, the think-tank said plans for council tax revaluations every five years from 2028 would make for a ‘fairer' system than that in England and Scotland.
