West Lancashire BC's acting chief executive Christopher Twomey has announced he is standing down.He is leaving the authority after eight years to take up the role of chief executive of Warrington Housing Association (WHA).A spokesperson said: ‘With a proven track record in regeneration and place-based partnerships, Chris is perfectly positioned to lead WHA into its next phase of growth.'Twomey will take over the role from David Cummins, who is retiring after 35 years in the housing sector.Twomey said: ‘With a fresh corporate plan, an ambitious growth strategy and a passion for improving people's lives, I'm really looking forward to getting started.' James Ellis has stood down as director for legal, policy and governance and monitoring officer at East Herts DC to take up a new role at Ealing LBC.Ellis has previously worked at North Herts DC, Derby and Lincoln City Councils and Broxtowe BC.He said: ‘While I'm very excited about my new role with the London Borough of Ealing, I am also sad to leave behind some fantastic and dedicated colleagues across all parts of the council, who I know will continue to serve the residents of East Herts to the highest standards, even with the extra work brought on by local government reorganisation.' Laura Lee has been appointed as director of commercial at Redbridge LBC.She was previously assistant director of procurement – policy and strategic development at Essex CC.Announcing the move, Lee said: ‘I have finished my final chapter with Essex after 12 fantastic years.‘Thank you to all of my incredible friends and colleagues for being such an amazing team and support network. I'm so proud of what we have achieved and I'm really looking forward to what comes next.' The Welsh Government has announced Ian Bancroft is among three new commissioners to join the Democracy and Boundary Commission Cymru.His term as chair of the Electoral Management Board began this month.Bancroft stood down as chief executive at Wrexham CBC last year after 35 years in the public sector and is currently vice chair of Sport Wales.He is joined by Anwen Elias, a reader in politics at Aberystwyth University and Siwan Davies, who is an expert in strategic leadership in political environmentsCommission chair Karen Jones said: ‘The new commissioners join at an exciting time for the Democracy and Boundary Commission Cymru, as we work towards building people's voting confidence.' The Regulator of Social Housing (RSH) has appointed Jonathan Walters as its next chief executive.Walters has been with the regulator for seven years and is currently deputy chief executive and director of strategy. He will take over from Fiona MacGregor next month.Housing secretary Steve Reed added: ‘I warmly welcome Jonathan Walters and I know his invaluable expertise will help us deliver the biggest increase in social and affordable housing in a generation and ensure social landlords are providing safe, decent and high-quality homes.'
