As councils across the country scale back services in a bid to cut costs and balance their budgets, non-statutory services are in danger of being seen as an unaffordable luxury.
But for some, arts and culture are far more than a nice to have: it is the fabric of our community, the glue that binds us and a way to articulate just who we are.
