PM plans national insurance rise to fund social care

Ministers are believed to be planning a national insurance rise to fund adult social care.

It is thought that a plan to tax older workers, with over 40s only paying extra tax, was deemed unworkable. Instead Number 10 and the Treasury are believed to favour adding an extra 1p to national insurance contributions for both employers and employees.
