Swansea City Council is turning to the private sector in the hope of resurrecting a project for a tidal lagoon.
Proposals for a £1.3bn development on Swansea’s shoreline that would generate 320MW of energy stalled in June after the UK Government declined to back the plans, arguing it was too expensive.
