More participatory democracy and a genuine transfer of power to neighbourhoods and communities is the only effective way to push out populism from local government, the think-tank Localis has said.

Despite frequent promises and initiatives, Localis said much still needed to be done to embed community participation in the policy process, particularly at a time when ministers were advocating more regional government.
