Cross-border lessons in devo

Devolution may be new for some English authorities, but it is a quarter of a century on in Scotland. Does the Scottish system need a rethink in light of new approaches? Heather Jameson reports

For large swathes of England, devolution is the imminent future, but for Scotland it has been in place for a quarter of a century – albeit in a very different format.

According to one member of the Scottish Parliament, the offer south of the border raises questions about the style, structure and purpose of devolution – and whether there are lessons to be learned.
