Through Rewiring the State, the 10-year plan and wider discussions on devolution, a strong opportunity exists to reimagine the whole state around outcomes, people and places – establishing which decisions and resources should genuinely sit at a national and/or regional level, which are best held at a local level and which should be rooted in neighbourhoods and communities.
The direction set out in Rewiring the State is positive. It has a great deal to say about mayoralties and regions, but much less about the role of local councils in national reform.
