Devolution and reorganisation: Turning structural reform into community power

Structures enable devolution, but community power ultimately determines lasting local public service outcomes, says Jon Rowney.

There's been a renewed focus on devolution and a government desire to go further in devolving power to mayors and local authorities. This commitment has come at the same time as a raft of decisions on local government reorganisation (LGR), through which new unitary councils will be established.

Both these developments reflect a view that structures and formal arrangements can lead to better outcomes for communities. These are certainly important conditions for success, but they're not the whole story.
