For a long-term devolution-watcher like me, the most exciting part of last week's Budget was undoubtedly the announcement of 10 new strategic authorities by 2028, on top of the six areas already on the devolution priority programme.
This is welcome news. But the timeline is demanding and the Government will have to overcome several obstacles to reach its ambitious objective.
