Local government at a crossroads

Councils face uncertainty, but reform could create opportunities for transformation and renewal, writes Akash Paun.

In recent conversations with local leaders I have been struck by the conflicted mood of many in the sector. 

On the one hand, there is a sense that local government is once again being treated with disrespect and disregard by central government.
