Fiscal devolution offers opportunities for growth, but success depends on powers, risk-sharing and strong local accountability, says Akash Paun.

As Whitehall plans for the autumn Budget, Treasury officials are working hard to put flesh on the bones of the fiscal devolution ‘roadmap' announced by the chancellor in March, which will devolve new tax powers to England's mayors.

The objective is to give mayoral strategic authorities a more direct stake in regional growth, probably via a system that assigns a share of tax revenue generated within a region to the mayor.
