Economic development needs to be a central driver of reorganisation

Reorganisation is a rare chance to realign governance with how economies actually function, says Caroline Green.

As expected, much of the discussion at the Local Government Association's conference in Liverpool this year was focused on reorganisation and devolution.

For me, it reflected great generosity of spirit across the sector in sharing knowledge and experience of how to set up new councils to succeed and the challenges of managing change. Encouragingly, the collective focus was as much on thinking about the long-term opportunities it brings for better outcomes for people, as it was about an efficiency exercise.
