In the second reading debate of the English Devolution and Community Empowerment Bill, Angela Rayner opened by saying: ‘I've worked on the front line of local government and I saw how it changes people's lives.'

I have yet to digest everything covered in the rest of the debate, but the former deputy prime minister's opener stuck with me for another reason, landing as it did on the day I was copied into an email to a colleague entitled ‘A heartfelt thank you for changing my life'.
