The Budget is less than a month away. For metro mayors, the key question is whether it will give them the fiscal tools and incentives they need to grow their economies.
The Budget is expected to set out how fiscal devolution will work in England, quickly followed by a White Paper that will set out how the state will be rewired to deliver good growth in every postcode.
