There are ways to improve the Devo Bill

Devolution is heading in the right direction but still needs to mature and go further, says Zoë Billingham.

When ministers and MPs return from the summer recess, the English Devolution and Community Empowerment Bill will be back to the House of Commons for a second reading.

The Bill is a welcome demonstration the Government is committed to the devolution agenda, with some important provisions about extending and deepening devolution. But there are ways it could be improved.
